Mayor Earl Isaacs
Mayor Earl J. Isaacs is a lifelong resident of the Waynesville area. After attending school, he joined the United States Army where he achieved the rank of Sergeant. During his military service, he served overseas before he was honorably discharged. Mayor Isaacs returned home and worked with General Motors for 30 years where he served as the Chief Editor of their newspaper, The Horizon. Mayor Isaacs is a member of the Masonic Lodge where he held the position of Past Master. In addition, the mayor serves as a Director of the Warren County Municipal League and Executive Board Member for the Waynesville Veteran’s Park. Mayor Isaacs is serving his second term as mayor and has been a member of the Waynesville Council for over 20 years. His hobbies include artistic painting, working out, and piloting airplanes. He takes great pleasure in serving the people of Waynesville.
Lyle Anthony, Council
Lyle Anthony was born and raised in Centerville, Ohio, and has always been driven by a profound sense of duty to serve and give back to his community.
Lyle moved to Waynesville in 2018, continuing to build on his lifelong commitment to public service. His involvement in local government spans over two decades, currently serving as a proud council member in his adopted town. His passion for helping others is also reflected in his career as a cemetery caretaker for Washington Township, a role he approaches with deep respect for history, tradition, and the people who have shaped the area. The role allows him to honor the past while caring for the community in the present.
At home, Lyle is a devoted father to three children who attend Waynesville schools. He is deeply involved in his children's lives, advocating for their education and encouraging them to follow in his footsteps by serving their community.
Lyle demonstrates that service is not just a job, but a calling. Whether through his work as a cemetery caretaker, his role on the village council, or his dedication to his family, Lyle embodies the spirit of community, teaching those around him that, at the end of the day, we can all come together to help one another, and we can build a stronger, more connected community.

Brian Blankenship, Council
Mr. Blankenship was elected to a Village Council position in 2017 and 2021 after being appointed to fill a vacant position. He is currently serving on the Public Works Committee, Historical Preservation Board, Personnel Committee, and Police Committee.
Chris Colvin, President Pro Tempore
Mr. Colvin is currently serving his third term on Waynesville Council. He holds a B.S. in Computer Science from Wright State University and has 30+ years software experience with current employment at Applied Research Solutions in Beavercreek Ohio. He is happily married to his wife Robin for 34 years and they are residents of the Village since the fall of 1995. Robin is on staff and works for the Waynesville First Baptist Church. Chris and Robin have three daughters Casey, Hannah and Adrianna that are partners of the A Time To Dance studio located at 6776 Corwin Ave in Waynesville founded in 2015. We love Waynesville and being part of the community!

Zack Gallagher, Council
Zack Gallagher is a graduate of Wayne Local Schools and has been a lifelong resident of Waynesville. Following graduation, Zack served in the United States Army from 2000-2008 where he received an honorable discharge. He was a contracted US Federal NDT Inspector until 2015. In 2015, he started working for CenterPoint Energy where he is still currently employed today. Zack has been involved in the trades industry, mostly in oil and gas, for over 20 years. He has been married for over 20 years and has two children. In his spare time, Zack enjoys camping and spending time with his family and friends. Zack is a firm believer in small government which makes him proud to serve as a council member for the Village of Waynesville.

Troy Lauffer, Council
Troy Lauffer is a graduate of Toronto Ohio High School. After graduation Troy entered the United States Navy Reserves. After serving 14 years in Law Enforcement, Troy entered a new career in Insurance. Currently he owns a small Insurance agency right here in Waynesville for the past 8 years. Troy is a member of the Waynesville Masonic Lodge. Troy is an avid hunter and outdoorsman and travels throughout the Country and Canada filming wildlife. In his spare time he is a local umpire for baseball and softball. Troy has been Married to his wife Alicia for 23 years and they have 2 kids. Sidney graduated from Waynesville and is currently a Freshman at The Ohio State University. Mason is a Sophomore at Waynesville High School. Troy was elected to the village council in 2021 after being appointed to fill a vacant position.
Current Committees: Finance Committee, Community Events, Parks and Rec Board, and representative to MOMS Committee (Maintaining Old Main Street).
Connie Miller, Council
Mrs. Miller was elected to council in 2019 after serving on the Village’s Charter Review Commission and the Planning Commission.
She has lived in Warren County for over 25 years and been a Waynesville resident since 2014. After graduating from Ohio University and marrying a Waynesville native Mrs. Miller raised a family and owned a dressmaking business specializing in custom bridal gowns and costuming.
Connie is a member of St. Augustine Catholic Church, enjoys knitting and needlepoint and loves living on Main St. where she has a front row seat to the Ohio Sauerkraut Festival.
Her goal as a council member is to be a visible and accessible community leader, focused on continuing the improvement of the village and fiscal conservatism. She looks forward to working together with council and Waynesville citizens to make Waynesville an even better place to live, work and visit.
